The charges arise from accusations that she defrauded the city by paying her bodyguard, Jeffrey Vappie, as if he were on duty during their personal relationship. The indictment alleges they attempted to hide their affair while maximizing their time together, including taking trips. It also claims Cantrell lied about activating her phone's message deletion feature to conceal communications about their relationship. Vappie is also indicted for filing false payroll records.

Acting United States Attorney Michael Simpson said the pair met in an apartment while Vappie claimed to be on duty, and that Cantrell had arranged for Vappie to attend 14 trips.
Cantrell allegedly lied in an affidavit that she had activated a function on her phone that automatically deleted messages in 2021, when she had not activated the feature until December 2022.
