Open drug use and related crime have long afflicted the Massachusetts Avenue and Melnea Cass Boulevard area, prompting complaints about needles, human waste, tent encampments, and increased property crime. The Wu administration cleared encampments, increased outreach, and expanded police presence, but drug use spread into other parts of the city, alarming business owners and residents. A working group convened by neighborhood and business leaders recommends expanding police units and case managers and creating a specialty court to take a tougher approach while coordinating shelter providers and outreach efforts.
