Tom Homan said whether an American who protests ICE is a domestic terrorist is determined case-by-case and depends on whether violence or an ideologically motivated threat exists. Homan told NBC that looking up the definition of terrorism could classify some actions as terrorism and he would not judge what DHS Secretary Kristi Noem has said. Video showed Renee Good's van blocking a Minneapolis street for about four minutes while ICE officers ordered her to get out. Good said, "It's fine, dude, I'm not mad," then appeared to turn and drive off before an ICE officer shot her.
