Tension escalated as federal agents remained inside the garage and protesters stayed on the sidewalk. The NYPD arrived and a struggle over a plastic barricade led officers to push back. An officer brandished pepper spray after a protester cursed; protesters threw bags of garbage and NYPD officers deployed pepper spray, at one point hitting another officer. More than a dozen people were arrested and charged with disorderly conduct and obstructing government operation. Earlier ICE activity on Canal Street raised concerns about protecting federal agents while defending protesters' rights.
