A smaller group led by Chris Murphy and Alex Padilla called colleagues to whip opposition to the DHS funding bill. Concern about a potential government shutdown reached the White House, with at least one adviser describing the package as untenable for Democrats. Some House Democrats voted to approve a standalone DHS funding bill to protect other DHS functions such as the Coast Guard and FEMA. Local disaster preparedness needs informed votes in coastal and rural districts. Senate return is delayed until at least Tuesday due to a snowstorm.
