In August, Torres was sentenced to 18 years in prison. Tordillos said he prioritized people with deep roots in the district. District 3 covers downtown and San Jose State University as well as the historic Japantown and Guadalupe-Washington neighborhoods."

The office currently has five workers, matching the typical five-to-six staff size for council offices while the mayor's office has just under 30. Staff priorities include addressing potholes, blight, broken streetlights, housing and transportation. Alexander Gvatua serves as chief of staff and aims for the office to be known for highly effective and responsive constituency services. Tordillos prioritized hiring people with deep roots in District 3, which covers downtown, San Jose State University, Japantown and Guadalupe-Washington neighborhoods.
