New York's sanctuary culture dates to a 1989 executive order and has been reinforced by later laws and voter consensus. Black immigrants face disproportionate policing and severe consequences from detention and deportation. The Trump administration challenged sanctuary protections and threatened measures like deploying the National Guard.
