The Los Angeles Ethics Commission found Councilmember John Lee violated two counts of the city gift law and three counts of failing to disclose gifts related to a 2017 Las Vegas trip that included pricey meals and nightclub bottle service. The commission also found, by a 3-1 vote, five counts of misusing his city position or helping another councilmember misuse theirs. The panel imposed the maximum penalty of $138,424, exceeding an administrative law judge’s recommended fine of nearly $44,000. Commission leaders said undisclosed gifts from three men seeking business produced an unfair campaign advantage; one commissioner dissented, citing voter awareness and recent election results.
