Oregon obtained a court order preventing the president from deploying National Guard troops from any state to Oregon, Illinois, or other jurisdictions. The ruling followed an earlier decision barring federalization of California Guard units and a subsequent mobilization of 400 Texas Guard troops authorized by Texas Governor Greg Abbott. U.S. District Judge Karin J. Immergut described the Texas deployment as a contravention of the prior order. Oregon Attorney General Dan Rayfield secured a temporary restraining order and characterized the president's tactics as attempts to evade court orders and the rule of law amid protests around an ICE facility in Portland.
