A federal judge blocked the Trump administration from implementing any new or existing layoffs related to the shutdown and found the cuts likely illegal. The judge determined the administration was using the funding lapse to act as if laws no longer applied and to choose which government functions to eliminate. Guidance from the Office of Management and Budget directing agencies to reduce programs without authorized funding was called completely untrue. A Justice Department attorney declined to address legality, arguing instead that the district court lacked proper jurisdiction and that unimplemented layoffs could not be challenged. A prior injunction earlier this year barred widespread government layoffs.
