A newly created department of government efficiency (Doge) led by Elon Musk was authorized to overhaul the NSF and implemented widespread cuts to staff, programs and research grants. The cuts particularly targeted grants aligned with congressional mandates to improve participation by women, people of color and people with disabilities in STEM. A coalition of scientific and academic organizations filed a legal challenge in June arguing the mass terminations were arbitrary and capricious and violated the Administrative Procedure Act, separation of powers and due process.
