The Eastern District of Virginia U.S. attorney Lindsey Halligan pursued the indictment without notifying Attorney General Pam Bondi or deputy Todd Blanche, who learned of the case only after presentation to the grand jury. Halligan did not coordinate with top Department of Justice officials before the grand-jury filing but informed at least one agency official. The Justice Department spokesman Chad Gilmartin denied any disconnect, affirmed departmental unity, and declined to discuss grand-jury matters.
