Trump administration is threatening to withhold billions in federal funding for the Second Avenue Subway and Gateway Tunnel mega-projects unless Congress approves a budget resolution that removes hundreds of millions from other transit, biking, and walking projects nationwide. U.S. Department of Transportation Secretary Sean Duffy said the federal shutdown prevents DOT from conducting a newly required administrative review of the New York projects. Duffy issued the review requirement hours before the shutdown, alleging race- and sex-based contracting requirements violated the Constitution despite federal Disadvantaged Business Enterprise rules.
