His junior military assistant requested and oversaw the installation of the tether system, which mirrored and accessed the phone's content and connected a keyboard, mouse, and monitor via cable to a phone located outside the office. Photos of a prototype design were redacted. The system was installed in late February 2025. Hegseth used the Signal app to share sensitive information on US airstrikes, creating risks to military personnel. Department of Defense policy prohibits personal and government mobile devices in secure spaces. Whether the system met DoD requirements could not be determined.
