"Davie was the longest-serving mayor in Oakland's history. His first term was from 1895 to 1897, and he was in office again from 1915 to 1931. His accomplishments included the opening of the Snow Museum of Natural History, which is now part of the Oakland Museum of California; the creation of the East Bay Municipal Utility District and the Port of Oakland; and the construction of the Posey Tube and the Oakland Airport."
"Recall attempts were actually quite common in his day. In 1916, the city's chauffeurs' union tried to recall Davie but failed to gather enough signatures to put the recall on the ballot. The next year, Davie's critics tried again. The new mayoral recall was sparked by discontent with how Davie was running the city, especially claims that he had brought on an adviser who was trying to "create a political machine." This adviser was causing strife in City Hall."
Oakland experienced turbulent mayoralties, with recent leaders such as Sheng Thao recalled by voters and later indicted on corruption charges. Historical mayor John Davie served two long terms, from 1895–1897 and 1915–1931, and spearheaded projects including the Snow Museum of Natural History, the East Bay Municipal Utility District, the Port of Oakland, the Posey Tube, and the Oakland Airport. Davie also oversaw construction of Skyline Boulevard using city prisoners. Recall attempts were common; a 1916 effort by the chauffeurs’ union failed, and a 1917 recall arose from complaints about an adviser accused of creating a "political machine" and causing City Hall strife.
