Carlos Roberto De Andrade, a Brazilian national living in Massachusetts, was detained by ICE on Aug. 22 when he reported for a routine check-in in Burlington. He entered the U.S. in 2021 on conditional parole after claiming asylum following threats in Brazil. De Andrade had no criminal history and had complied with check-ins, and his attorney said the arrest occurred without explanation aside from an alleged policy change. A federal judge ruled his detention unlawful and that his parole terms entitled him to a bond hearing, leading to his release days before a planned wedding celebration. ICE did not immediately comment.
