"The Santa Clara County Board of Supervisors was the first jurisdiction in the region to adopt similar restrictions, voting on Dec. 9 to approve a policy brought forward by Supervisor Sylvia Arenas. Alameda County, Berkeley and San Francisco have also begun considering similar ordinances that apply to their own properties. BART has said their Safe Transit Policy, which prohibits the use of funds or resources for federal immigration enforcement, already addresses the issue."
Pinole and the West Contra Costa Unified School District adopted policies prohibiting federal agents from staging on city- and school-owned properties, becoming the second and third Bay Area jurisdictions with such restrictions. Pinole's policy covers city land, while the school district's policy covers dozens of sites across El Cerrito, San Pablo, Richmond, Pinole and Hercules. The votes occurred Dec. 16 and Dec. 17. More than a quarter of Contra Costa County residents were foreign-born in 2023. Earlier action by the Santa Clara County Board of Supervisors and consideration by Alameda County, Berkeley and San Francisco show regional momentum. Local measures were inspired by Chicago executive action and concerns about federal deployments; protests occurred in Alameda after reports of planned federal operations.
