Pressure to leave grew after voters approved Proposition 50, which redrew his district to include more Democratic areas like San Marcos, Vista and Palm Springs, creating a 4-point Democratic registration advantage. Issa acknowledged he was approached about a Texas seat but said he does not need to move to remain in Congress.
