The city maintains sanctuary policies and refuses cooperation with federal immigration enforcement. Widespread, diverse, and sustained resistance emerged after Trump's second inauguration, including near-daily actions at workplaces, churches, schools, courthouses, detention centers, and hotels housing ICE agents. In June and July 2025, the president ordered more than 4,000 National Guard troops and 700 Marines into the city to crush resistance and intimidate immigrants. The military escalation failed as Los Angeles refused to bend, and by the end of July almost all troops had withdrawn.
