"Students in the U.S. have access to more than 1.8 million credentials, but navigating those options can be challenging. At the same time, employers say they are struggling to find workers with the right skills for open jobs. Although they are not a new idea, more associations, states and experts are turning to LERs as a way to better connect job seekers and employers."

Workforce readiness emerged as a bipartisan priority alongside concerns about employer difficulty finding workers with needed skills. Students face navigation challenges among more than 1.8 million credentials. Institutions and groups are adopting learning and employment records (LERs) to link skills to jobs, including Western Governors University's Achievement Wallet and an Educational Testing Service skills-based transcript pilot at Brandeis and California State campuses. The American Association of Collegiate Registrars and Admissions Officers launched an LER Accelerator Coalition to boost adoption. LERs aim to signal verified skills and enable mobility based on ability, not pedigree.
