The fiscal year ends September 30."
The White House transmitted a 15-page notification proposing rescission of $4.9 billion in previously appropriated foreign aid by invoking a pocket rescission. The proposal arrived near the fiscal year end, which could leave Congress insufficient time to block the rescissions before funds expire on September 30. The package includes a $445 million reduction to U.S. peacekeeping funding and a $132 million cut to the State Department Democracy Fund. The chair of the Senate Appropriations Committee characterized the move as an apparent attempt to rescind appropriated funds without congressional approval and cited GAO findings that such rescissions are unlawful under the Impoundment Control Act.
