An anonymous House Democrat was quoted as saying "there would be hell to pay if Senate Democrats don't let events play out." The shutdown threatens 40 million Americans who rely on food assistance programs and has left federal workers unpaid for more than a month. Concerns were raised that federal workers and military families could need food banks for Thanksgiving if the stalemate continues.
