House and Senate Armed Services GOP leaders criticized the drawdown of troops in Romania, saying it sends the wrong signal to Russia and that Congress was not consulted. Some Republicans objected to excluding Democrats from a Venezuela-related briefing. Senators from cattle-ranching states voiced outrage at an announcement permitting Argentine beef imports.
