The contract was pulled after Rowan reported there had been "an inappropriate effort to bid protest." Houston objected to a comment he says was false about him and his staff, and said the public would learn details soon. Interviews and public records indicate Houston's complaint targets Rowan. Houston filed the complaint on Oct. 30, confirmed the filing but refused to share the complaint or describe its specifics.
