Brendan Carr outlined his vision for the FCC Build America plan in Sioux Falls. The plan includes regulatory reforms and internal FCC operational improvements. The top priority is broadband construction, emphasizing the need for permitting reforms for faster fiber replacement of copper networks. Additionally, efforts to free middle-band spectrum will continue to enhance 5G services. The FCC aims to reduce satellite application backlogs and modernize outdated technical rules. Carr indicated that these initiatives will bolster investment opportunities in new technologies and infrastructure.
Carr stated, "Back in DC, we have rules on the books that have been forcing providers to continue to invest billions of dollars in those old networks, even when [providers] want to shift those investments over to build new ones." He emphasized that the upcoming reforms aim to free up billions of dollars for investment in new networks.
Regarding spectrum, Carr remarked, "That spectrum has been laying fallow for far too long, and it's time to put it to use" in reference to efforts to auction additional licenses for mid-band spectrum to support 5G service.
