On September 23 the federal government will be exactly one week away from shutting down absent congressional action. Democrat Adelita Grijalva is almost certain to be elected to a vacant Arizona House seat and is expected to sign a discharge petition to bring the Epstein Files Transparency Act to the floor. Four Republicans have already signed, likely producing the 218 petitioners needed to force a vote. The timing will complicate Republican priorities and pressure leadership. Government-shutdown negotiations generally favor Republicans because they can craft the spending vehicle. Democrats can filibuster, seek bipartisan compromises, or risk base backlash by caving.
