Oracle would manage the app's data and security while Americans would occupy six of seven planned board seats. Congressional legislation authorized a TikTok ban to begin in January, but presidential orders have allowed continued U.S. operation while a sale of ByteDance's U.S. assets is negotiated. White House officials described confidence that a deal is complete pending signatures after discussions between the president and China's leader. Officials warned the algorithm can be manipulated by Chinese authorities to shape content.
