The panel recommends returning to an in-person work standard for employees whose duties can be performed on-site, arguing that in-person collaboration improves accountability, coordination across agencies, and public service. The panel also recommends breaking up the large Department of Health and Human Services and delegating responsibilities to smaller, mission-focused agencies to increase accountability and responsiveness.
