L. 119-21. Excepted activities necessary for the safety of human life and protection of property will also continue. Activities not excepted and unable to be performed by military personnel will be suspended when appropriated funds are unavailable. The Secretary of War may designate additional excepted activities. The referenced Public Law is the One Big Beautiful Bill Act (OBBBA), passed July 3 and signed July 4, and the CBO projected that the OBBBA would decrease direct spending by $1.1 trillion, decrease revenues by $4.5 trillion, and increase the deficit by $3.4 trillion over 2025–2034.
