California's Proposition 50 seeks to secure at least five additional Democratic House seats in the 2026 midterms by promoting independent redistricting. The measure responds to recent Texas gerrymandered maps that bolstered Republicans' slim majority. Senator Alex Padilla filed legislation to prohibit states from changing congressional maps mid-decade and to require independent redistricting models similar to California's. Representative Kevin Kiley introduced a House bill that would also ban mid-decade redistricting and nullify modified maps unless court-mandated; that bill remains stalled. Supporters argue voters, not mapmakers, should determine representation while opponents emphasize bipartisan solutions.
