"This is the equivalent of the 'Ninety-five Theses' posted to the door of Castle Church in Wittenberg, Germany, in 1517."
"This whole game is changing."
"By removing barriers that have, for too long, slowed innovation and deployment across the defense industrial base, Secretary Hegseth is positioning a broader range of firms to contribute to our national security"
The Pentagon released an Acquisition Transformation Strategy and three memos that outline major procurement reforms. Planned changes include awarding larger, longer contracts to stimulate production capacity and workforce training. Program executive offices will be replaced by portfolio acquisition executives as single accountable officials with expanded decision authority. The contract protest process will be amended to deter frivolous claims and speed adjudication. Reforms call for realistic cost estimates, greater use of commercially available systems instead of bespoke products, and alignment of DSCA and DTSA under the Undersecretary of Defense for Acquisition and Sustainment. Industry and innovation communities responded with widespread praise.
