Texas Senate Bill 11 allows local school districts to decide whether to adopt a voluntary prayer period outside instructional time. A deadline requires districts to decide whether to allow the prayer period. More than a dozen districts in the greater Houston area have voted against adopting the policy. Magnolia Independent School District voted unanimously on Feb. 9 to adopt the prayer period, citing core community values and traditions. The district already maintains a daily minute of meditation when students and staff may pray. A University of Houston law professor warned the law imposes consent, accommodation, and logistical requirements that may be impractical to implement.
