Andrew McCabe, former acting FBI director, said there are no grounds to legitimize use of the Insurrection Act in Minnesota. He recommended a different, improved law enforcement response, noting violent protests have occurred for various reasons without presidents deploying the military. McCabe declined to comment on an ICE shooting of a Venezuelan national because he said Trump administration statements lacked credibility after DHS comments on the Renee Good shooting. Pamela Brown outlined that the Insurrection Act allows the president to deploy U.S. military domestically only if there is an insurrection or interference with state or federal law.
