"When we saw that the federal government is trying to cut further services by pitting SNAP benefits and food benefits against health care, we knew that we had to take some action locally. Instead of using scarce local resources to sweep homeless Portlanders into congregate shelters, Morillo's amendment proposes reallocating $1.5 million in community grants toward housing, food assistance, and immigrant and refugee support."
A proposed November 7 budget amendment would remove more than $4.3 million from the city's encampment-sweeping program and reallocate funds to housing, food assistance, and immigrant and refugee support. The amendment would shift $1.5 million in community grants to those services and add $500,000 for public safety infrastructure in East Portland. The city's current $8.6 billion budget allocated $16.7 million to the Impact Reduction Program (IRP), which must receive a minimum of $3 million annually through fiscal 2027-28 under a 2022 ADA-related settlement. The settlement also requires an encampment reporting system.
