The lawsuit names Health and Human Services Secretary Robert F. Kennedy Jr. and President Trump as defendants. California faces roughly $130 million in reductions from a Public Health Infrastructure Block Grant used for workforce, disease monitoring and emergency response. State attorneys called the action lawless and politically motivated, and said the cuts fit a pattern targeting HIV programs, LGBTQ+ initiatives, and federal spending to blue states.
