"Under the second proposal, Congress would strip states' ability to "flex" their highway funding to transit projects, essentially eliminating local self-determination, which had long been a championed by conservatives as a bulwark against federal power. Worse, the two proposals still wouldn't put a dent in the Highway Trust Fund decades-old deficit, which the Congressional Budget Office projects will swell to $40 billion by 2027."
The White House proposes removing the mass transit account from the Highway Trust Fund and ending states' ability to flex highway dollars to transit. The change would cut more than $30 billion from transit agency budgets nationwide and overturn decades of transportation funding precedent that reserved roughly 20 percent of gas-tax dollars for transit. The shift would reduce local control over transportation investments and undermine conservative arguments for state flexibility. The proposals would not resolve the Highway Trust Fund's structural deficit, projected to swell to about $40 billion by 2027, and would disproportionately impact rural and red states.
