Senate Democrats separated the $64 billion DHS appropriations bill from a larger 2026 funding package and can advance funding for non-controversial DHS agencies immediately. Funding could cover FEMA, the Coast Guard, the Secret Service, the Transportation Security Administration, and similar components before the continuing resolution expires. Leaving the proposed $10 billion for ICE and $6 billion for the Border Patrol unappropriated concentrates leverage on immigration enforcement funding. ICE and Border Patrol already hold large reconciled allocations—ICE $75 billion and Customs and Border Protection $65 billion through 2029—so reclaiming those funds should be prioritized ahead of the next appropriations deadline.
