Effective prevention requires the FBI and the Department of Justice to identify and dismantle groups or networks responsible for radicalizing individuals. Immigration restrictions and visa or green card reexaminations can reduce some risks but are insufficient by themselves. Prior attacks such as Fort Hood (2009), Pulse nightclub (2016), and the New Orleans vehicle attack show similar patterns. Coordinated law enforcement and targeted counter-radicalization efforts are necessary.
