The UN Charter obligates states to settle disputes peacefully and restricts the use of armed force to self-defense under Article 51, after an armed attack, or with Security Council authorization. Successive U.S. administrations, motivated by American exceptionalism, have launched unauthorized military attacks against states that had not attacked the United States, violating the UN Charter.
