The U.S. Court of Appeals for the 9th Circuit lifted a temporary restraining order, permitting deployment of the National Guard and federal forces in Portland and enabling a federal presence on city streets. The decision followed oral arguments from the Department of Justice and the state of Oregon and comes after other courts blocked or delayed similar deployments in Los Angeles and Chicago. Two Trump-appointed judges were among the three who heard the case, producing a 2-1 ruling. The majority found the administration's assessment of threats to federal personnel and property in Portland to be within a range of honest judgment. Oregon Attorney General Dan Rayfield urged full-court intervention to halt the deployment and warned of dangerous precedents.
