The Antioch City Council rejected several proposed changes to the Police Oversight Commission, including background checks, fingerprinting, social media reviews, temporary meeting pause authority, and allowing current or former law enforcement officers or their spouses to serve. Councilmember Donald Freitas opposed background checks and fingerprinting, saying such measures are inappropriate for commissions and can introduce prejudice and bias. Commissioner Susan Kennedy warned that rigorous social media reviews could exclude applicants and raised concerns about cancel culture. The recommendation for added vetting followed objections to the May appointment of Joseph Mitchell over alleged racist, anti-LGBTQ+, and anti-immigrant social media postings. Mitchell defended some posts and described himself as a "moderate conservative."
