Governor Maura Healey said the state's major utilities will waive all interest and carrying charges linked to winter bill relief proposals. Healey ordered reductions of 25% for electricity and 10% for gas for February and March. The state is covering 15% of the electricity reductions with a $180 million grant, leaving 10% of electric reductions and 10% of gas reductions unaccounted for. Utilities had proposed deferring those remaining costs to spring and adding carrying costs or interest up to 6.75%. Legislative outrage and bipartisan opposition prompted several utilities to agree not to charge interest.
