Hartford City Council is considering an ordinance that would cap the total number of cats and dogs a resident may own at six, with permitted ratios such as 6 cats/0 dogs, 5 cats/1 dog, 3 cats/3 dogs, and 2 cats/4 dogs. Animal Control officers raised concerns about excessive noise, strong odors, and unsanitary conditions at properties with many animals. Enforcement would be complaint-driven, investigated by the Hartford Police Department, and would not involve random inspections. Violators could face fines up to $100 per day after receiving written notice. Advocates say limits can help curb neglect but caution that abuse can occur regardless of pet count.
