A Midwest winter storm left about six inches of snow across parts of Missouri, and correctional staff ordered incarcerated men to clear prison walkways in near-zero temperatures with windchills near minus 20. One inmate refused, citing an education-program exemption, and was taken to administrative segregation, handcuffed, stripped and left in an unheated cell. Activists and other inmates reported similar forced labor shifts at multiple facilities, including overnight and pre-dawn call-outs, while small snow-clearing vehicles remained unused. Complaints included punishments for refusal, lengthy cold exposure, and lack of adequate shelter or relief from hazardous weather assignments.
