"On that day, around 6:45 p.m., McPhatter "unsafely" drove a police cruiser through a crowded part of Sunset Park, sparking a complaint by a parkgoer, who yelled at him to slow down, according to prosecutors. McPhatter got out of his car and told the man to mind his business, and when the man later walked up to the police cruiser demanding his badge number, the cop opened the driver's side door and sprayed pepper spray at the ground near him, according to prosecutors."
"McPhatter can be seen storming up to the man, yelling, "Get out of my precinct! Get out of my precinct! I'm not giving you nothing!" McPhatter then advances forward, chest puffed out, telling the man to "back off" and pressing his chest against the man before a sergeant guides McPhatter away. McPhatter also allegedly threatened to knock out the civilian and told him to wait outside, according to prosecutors."
Quran McPhatter, 42, a NYPD officer who joined in 2005, was assigned to the 72nd Precinct in Sunset Park. McPhatter was indicted on charges including official misconduct, assault, menacing and attempted coercion. On Aug. 3, 2025, prosecutors say McPhatter drove a cruiser unsafely, sprayed pepper spray near a complainant and later confronted that person in the precinct lobby while wearing civilian clothing, pressing his chest against him and threatening violence. On Oct. 24, 2025, prosecutors allege McPhatter slapped an arrested suspect in front of his supervisor during a trespassing response.
