Quanzhong An, a Chinese national and U.S. resident, was sentenced to 20 months for his role in China's 'Operation Fox Hunt', which aims to repatriate dissidents. U.S. prosecutors described his actions as harassment and intimidation against individuals on American soil. An had pleaded guilty to being an illegal foreign agent, serving seven months of his sentence already. His defense attorney expressed concern over An's further imprisonment, while prosecutors sought a longer term due to the seriousness of the offenses linked to transnational repression by the Chinese government.
"Quanzhong An acted at the direction of the (Chinese) government to harass and intimidate individuals living on U.S. soil as part of a pernicious scheme to force their repatriation."
"Mr. An is in my opinion, on balance, a very fine man and accordingly, seeing him return to prison for even one additional day is heartbreaking."
