The entire southern border wall will be painted black to raise surface temperatures and make climbing more difficult in hot conditions. Painting is expected to heat metal surfaces, creating an additional deterrent and also helping to prevent rust. The wall’s height and buried depth are presented as further barriers to scaling or tunneling. Border enforcement will include removals and interior arrests alongside physical barriers, with about $46 billion allocated to Homeland Security for border measures. Officials portray the wall as a central element of a broader effort to reduce illegal border crossings.
That is specifically at the request of the president, who understands that in the hot temperatures down here when something is painted black it gets even warmer and it will make it even harder for people to climb.
