Foreign aid to Syria following the December 2024 rebel offensive that ousted the Assad regime is deeply intertwined with the national self-interests of donor countries. While ostensibly focused on humanitarian assistance and regional stability, the motivations behind these actions reveal more complex geopolitical dynamics. Turkey stands out as a significant player, benefiting from its ties to the rebel group HTS, which controls a critical region. Turkish officials express a desire to stabilize Syria to prevent the emergence of a failed state on its border and maintain security.
The HTS group had long cultivated a close working relationship with Ankara because the rebels controlled Idlib, a province on the Turkish border in northern Syria.
Turkey, first and foremost, in the mid- and long term, is interested in the stabilization of Syria. It doesn't want a failed state at its border.
