Chief Judge Patrick J. Schiltz ordered acting ICE director Todd Lyons to appear in federal court Friday to explain why he should not be held in contempt for failing to comply with orders to hold bond hearings for detained immigrants. Schiltz criticized the administration for sending thousands of agents to Minnesota without provisions to handle the resulting habeas petitions and lawsuits. The order followed President Donald Trump's move to assign border czar Tom Homan after a second death linked to immigration enforcement and a separate federal hearing where state and city officials sought a halt to the enforcement surge. Schiltz said lesser measures had failed and noted respondents' assurances they would comply.
