House Republicans scheduled a Friday vote on a stopgap measure to fund federal agencies through Nov. 21 and increase security funding for officials. Few Democrats are expected to support the measure because they want health-care protections tied to expanded Affordable Care Act subsidies. Democrats warn millions could lose ACA subsidy-based coverage if Congress fails to act before the Sept. 30 deadline. The stopgap aims to extend funding and give appropriators more time to complete annual spending bills. Several House Republicans remain undecided or oppose, but the GOP can lose two votes and still pass the measure.
